Surely the progress is going to be bottom up? Small scale projects in many countries. The <a href="http://bodmas.org/blog/?p=103" rel="nofollow">hole in the wall project</a> in India is one I use to challenge teachers - vicarious learning and a whole new vocabulary to describe computers.
